Often there is considerable information available in an organisation that is never considered when new ideas are evolving. Knowledge management is rarely done well. By probing the Initiator more information may come to light.

Also peers and managers in the IT area may well have looked at similar areas in the past. By asking a few questions, you may tap into a treasure trove of information and significantly reduce the effort required to understand the background and potential project.
