The Project Planning Phase identified how the project was to be managed in the Project Management Plan. The Project Team, and in particular the Project Manager should ensure the project is managed in line with the Management Plan.

Any circumstances that cause the Management Plan to be changed should be handled as a change, and be approved by the Steering Committee or the Sponsor. The change should be documented.
